    PRESS RELEASE AT 09.30 – 24th NOVEMBER 2017 – LAOIS COUNTY COUNCIL

    Laois County Council wish to advise that the N80 is now open to traffic except for Irishtown. Local diversions continue to be in place.

    With regard to Portarlington, Botley Lane and Bog Road are closed. Stop and go is currently in place on Patrick Street and the Council will continue to monitor the situation.

    Roads crews, Civil Defence crews and Fire Service crews are in attendance. Members of the public are requested to observe road closure signs, drive appropriately and not attempt to drive through flooded areas.

    LAOIS COUNTY COUNCIL

    Laois County Council is continuing with its flood management, clean up and impact reduction operations in Mountmellick and surrounding areas.

    Support for Affected Homeowners

    The Council’s Housing Service and the Department of Social Protection is continuing to provide support and assistance to those affected by the floods. Anyone who has been affected and who requires support and assistance including emergency housing, dealing with the aftermath at their properties or any other humanitarian need can call to the Humanitarian Aid Centre at Wolfe Tone Court, Mountmellick. This service will continue to be provided at the Centre until 6.00 pm this evening and will be available again from 9.00 am in the morning.

    Laois County Council will be providing a number of skips to assist affected households in the clean-up operations. Anyone who requires help with their clean-up efforts or who needs to access skips and/or dehumidifiers is being asked to contact the Council at (057) 86 64000.

    Humanitarian Support Scheme for Business

    Defence Minister, Paul Kehoe, has announced the provision of a humanitarian support scheme to provide emergency assistance for small businesses (up to 20 employees), sports clubs and community organisations unable to secure flood insurance, which have been affected by flooding over the last twenty four hours.

    Similar to previous flooding incidents, the scheme will be administered by the Irish Red Cross with the details being made available on their website shortly.

    The scheme is a humanitarian support contribution towards the costs of returning business, sport and community premises to their pre-flood condition including the replacement of flooring, fixtures and fittings and damaged stock where relevant. The scheme will not provide a contribution to loss of earnings or loss of business good-will.

    The scheme will have two stages:

    The first stage will commence immediately and will provide a contribution of up to €5,000, depending on the scale of damage incurred. It is anticipated that this will meet the needs for the majority of those affected. This will commence immediately and the intent is to process payments as speedily as possible.

    In the event that the premises have incurred significant damages above €5,000, the second stage will provide a means to seek further support. The total level of support available for both stages combined will be capped at €20,000

    Roads Update
    The following roads remain closed:
    • N80 through Mountmellick.
    • R423 Ballyfin to Mountmellick
    • L2097 Derrycloney to the R423
    • L2096 Manor Street
    • L2075 Manor Road
    • R423 Mountmellick to Portarlington,
    • L21331 Clonterry
    • Bay Road

    Local diversions remain in place. Motorists are urged to continue to exercise extreme caution on all roads, to observe road closure signs, drive appropriately and not attempt to drive through flooded areas and in particular to avoid the Mountmellick area.

    As water levels continue to rise, the town of Portarlington is now under threat. In this regard, a supply of sand bags is being made available for collection from the depot at the rear of the Fire Station. Arrangements can be made for their distribution if required.

    PRESS RELEASE AT 11.40 am- 23rd NOVEMBER 2017 – LAOIS COUNTY COUNCIL

    Laois County Council wishes to advise that due to the recent heavy rainfall a substantial number of regional and local roads continue to remain impassable including the N80. Traffic from Tullamore travelling to Portlaoise should travel via Portarlington.

    Roads within the Mountmellick area which remain impassable include:
    1. Ballyfin to Mountmellick,
    2. Derrycloney to Ballyfin,
    3. Manor Lane,
    4. Mountmellick to Portarlington,
    5. Acragar and
    6. Irishtown.

    35 families were evacuated by the Council and hotel accommodation provided for those who required same. A Humanitarian Aid Centre has been set up at the Community Centre at Wolfe Tone Court staffed by Laois County Council and the Department of Social Protection.

    Fire crews from Westmeath, Longford, and Offaly provided assistance overnight. These have now been replaced again by Laois Fire Crews. Army personnel are also providing assistance. Laois Fire Services, Civil Defence and Road Crews remain in response mode.

    Motorists are urged to continue to exercise caution on all roads, to observe road closure signs, drive appropriately and not attempt to drive through flooded areas and in particular to avoid the Mountmellick area.

    Emergency crews will remain in attendance and Laois County Council will continue to monitor flood levels in the County.

    Laois County Council wish to advise that due to the recent heavy rainfall a substantial number of regional and local roads remain impassable including the N80.  

    Laois County Council road crews have been distributing sand bags throughout the day and erecting diversion/road closure signage as necessary.  Motorists are urged to exercise caution on all roads, to observe road closure signs, drive appropriately and not attempt to drive through flooded areas.  The Roads Management response will continue again in the morning following first light.  Laois County Council has also assisted families who have been affected by the flooding by providing refreshments, shelter and securing emergency accommodation.

    Emergency crews will remain in attendance and Laois County Council will continue to monitor flood level in the County.

    Laois County Council wish to advise residents in the Portarlington area that levels in the River Barrow are high as a result of the recent heavy rainfall and are expected to rise further over the next six hours.  Residents in areas vulnerable to flooding should take sensible precautions.

    Roads crews, Civil Defence crews and Fire Service crews are in attendance.  Members of the public are requested to observe road closure signs, drive appropriately and not attempt to drive through flooded areas.

    Laois County Council wish to advise that due to the recent heavy rainfall the N80 is now closed as is many of the adjoining local roads including Ballyfin to Mountmellick Road, Irishtown, Wolfe Tone Street, Manor Lane are all impassible.

    Currently 21 families in Mountmellick  are being evacuated from their homes as a result of the flooding.    Extreme caution to be taken in the Mountmellick area and vehicular traffic should avoid the town where possible.

    Caution is advised in the Clonaslee area. Alternative routes to be taken if possible.

    The following Weather Advisory has been issued by Met Eireann at 14:00 hours Thursday, 19-Oct-2017

    Met Éireann forecasters have elected to name Storm Brian this afternoon. This action was taken due to a potential risk of orange level winds developing in coastal regions of a number of counties in the west and southwest Friday night and on Saturday. A rapidly deepening depression in the mid-Atlantic (Storm Brian) is expected to fill as it tracks over parts of Ireland overnight Friday and early on Saturday. In general, the winds in most parts of the country will not be as severe as on Monday.

    Yellow wind warnings are in effect countrywide, with Orange level warnings for coastal areas of the south and west.  Various parts of the country will experience strong winds at different times during this period, with northern counties probably not encountering peak

    Laois County Council, An Garda Siochana and HSE Crisis Management Team wish to advise that all priority routes in the county are deemed passable with care.  The public are urged to exercise caution at all times due to fallen debris and unstable trees.  The following route remains blocked:

    • Mountmellick to Ballyfin Rd. (R423) – It is expected that this road will open by close of business today.

    Further short-term closures will occur throughout the day to deal with dangerous obstructions and potential obstructions.

    In the last two days the Crisis Management Team has met nine times and in that period the Severe Weather Co-ordination centre has dealt with over 200 calls from the public.

    The following is the update on Water and Wastewater outages in Laois.

    1. Drim Water Treatment Plant – affecting Mountrath
    2. Arles Water and Wastewater Treatment Plants
    3. Rosenallis Water and Wastewater Treatment Plants
    4. Rathdowney Water Supply as supplied by Galmoyle Water Treatment Plant

    Further short-term closures will occur throughout the day to deal with dangerous obstructions and potential obstructions.

    Since 6.30am this morning, over 30 incidents have been dealt with by the area staff and the fire service crews.  The Council Housing maintenance crew are also dealing with incidents received and these will be dealt with on a priority basis.

    The following is the update on Water and Wastewater outages in Laois.

    1. Pallas Water Booster Station Back in operation. Supply being restored to areas affected.
    2. The Strand Public Water Scheme – still out.
    3. Coolenaugh Water and Wastewater Treatment Plants – still out.
    4. Mountmellick WW Network – pumping stations at Connolly Street, Irishtown and Emmet Terrace. This issue will need to be monitored and emergency emptying may be required – all 3 pumping stations back on line.
    5. Knocks Water and Drim Water – affecting Mountrath – Knocks Water Treatment Plant back in operation.
    6. Arles Water and more than likely Wastewater Treatment Plant – still out.
