Laois County Council Planning Authority wish to advise that the proposed Material Alterations to the Draft Portlaoise Local Area Plan 2018 – 2024 will be on public display from 7th August to 4th September 2018.
Submissions or observations regarding the proposed Material Alterations ONLY of the Draft LAP and the associated reports are hereby invited from the public and interested bodies. Children, or groups or associations representing the interests of children, are entitled to make submissions or observations. Written submissions or observations made on or before 4pm on 4th September 2018 will be taken into consideration before the making of the Local Area Plan. Submissions may be made in one of the following ways:

A Public Information Session in relation to the Togher Masterplan and proposed Material Alterations will be held at the Maldron Hotel, Abbeyleix Road, Meelick, Portlaoise on Wednesday 22nd August 2018 between 4pm and 6pm.
Laois County Council have prepared Proposed Material Alterations to the Draft Mountmellick Local Area Plan 2017-2023andDraft Portarlington Joint Local Area Plan 2017-2023.
The proposed alterations are accompanied by addendums to the Strategic Environmental Assessment, Appropriate Assessment and Strategic Flood Risk Assessment.
The proposed material alterations and associated documents are available to download from the websiteswww.laois.ie (both LAPs) and www.offaly.ie (Portarlington Joint LAP Material Alterations) and will be available to view at the following locations, during normal opening hours from 16th July to 13th August 2018 inclusive:

Draft Local Area Plans have been prepared for Portlaoise, Mountmellick and Portarlington (with Offaly County Council). The Draft Plans are on Public Display between 21st March and 8th May 2018, and submissions are invited during this time.

All submissions are to be clearly marked “Portlaoise LAP”, “Mountmellick LAP”, or “Portarlington Joint LAP” as applicable.
Submissions in relation to zonings should be send to the Local Authority in which the subject land is located, i.e. Portarlington, Co. Laois or Portarlington, Co. Offaly.
All submissions should include your name and a contact address, a map (where appropriate) and, where relevant, details of any organization, community group or company etc., which you represent.
All submissions will form a part of the statutory Chief Executive’s report to be presented to the elected members of Laois County Council and in the case of the Portarlington Joint Local Area Plan to the Edenderry Municipal District of Offaly County council.
The planning process is an open and public one, therefore all submissions/observations are a matter of public record and will be available for public viewing, and they may also be placed on the County Councils’ websites. Please include your name and contact details on a separate sheet to the content of your submission.
Draft Direction in the matter of section 31 of the Planning and Development Act 2000 (as amended)
On 18th July 2017, the Minister for Housing, Planning, Community and Local Government (DoHPCLG) notified Laois County Council of his intent to issue a Direction, pursuant to Section 31 of the Planning and Development Act 2000 (as amended), in relation to the Laois County Development Plan 2017-2023.
Notice of the making of the Laois County Development Plan 2017-2023
Notice is hereby given, under Section 12 (12) (a) of the Planning and Development Act 2000, (as amended), that on 26th June 2017 the Council of the County of Laois, being the Planning Authority for the County, made the Laois County Development Plan for the period 2017-2023 for its functional area.
Notice is also given, under Article 13I of the Planning and Development (Strategic Environmental Assessment) Regulations 2004 (as amended), that a Strategic Environmental Assessment (SEA) Statement has been prepared. This Statement summarises:
How environmental considerations have been integrated into the Plan,
How
i) the Environmental Report prepared pursuant to Article 13C,
(ii) submissions and observations made to the Planning Authority in response to a notice under Section 12(1) or (7) of the Act, and
(iii) any consultations under Article 13F, have been taken into account during the preparation of the Plan.
the reasons for choosing the Plan, as adopted, in the light of the other reasonable alternatives dealt with, and
the measures decided upon to monitor, in accordance with Article 13J, the significant environmental effects of implementation of the Plan.
The County Development Plan shall have effect from 24th July 2017.
Copies of the County Development Plan, Environmental Report, the SEA Statement and the Natura Impact Report are available for inspection at the following locations:

Notice is hereby given, persuant to Section 48(4) of the Planning and Development Act 2000(as amended), that Laois County Council has prepared a Draft Development Contribution Scheme for the administrative area of County Laois covering the period 2017-2023.
