    Laois County Council looks forward to welcoming you to the Culture Night 2024 programme of free events.

    This years Annual Culture Night will take place on Friday 20 September 2024, with events in Abbeyleix, Durrow, Mountmellick, Portarlington, Portlaoise, Rathdowney and Stradbally.

    Culture Night /Oíche Chultúir is a national moment, celebrating culture, creativity, and the arts, and seeks to actively promote the belief that this rich and varied culture is alive, treasured and nurtured in people’s lives, today and every day.  Laois have a broad spectrum of events to enliven the county happening until late. Entry to all events is free to the public. 

    Laois Arts Office wish to thank: local groups, musicians, artists and venues, who have come together to make this ONE NIGHT FOR ALL, and a night to remember for everyone in the county.

  • Live Well Expo 2024 shortlisted for Age Friendly Recognition award

    The Age Friendly Laois and Healthy Laois initiative has been shortlisted from 31 applicants for the communication category of the national age friendly awards 2024. Being shortlisted for such an award is an acknowledgement of the value of the initiative. It is as a result of the quality of the exhibitors , the speakers and the workshops on the day and of course of the many attendees who came. Thank you to all !! Presentations to the judging panel will follow on the 20th September at Council offices and the awards ceremony takes place on the 7th November at an event in Dublin. Fingers crossed!! To join us on

  • Energy Awareness Week

    Laois County Council is delighted to support the NZEB and Retrofit Mobile Training Rig for Energy Awareness Week. The rig will be stationed in the upper car park of Laois Shopping Centre, near the Old Ulster Bank premises. The week promises to offer an exciting array of activities and information throughout the week.

    On Monday and Tuesday, electric car owner Nick will share his experiences with electric and hybrid vehicles, providing valuable insights for those considering making the switch. Throughout the week, representatives from two One-Stop-Shops, KORE Retrofit and Electric Super Homes Ireland, will be present to offer expert advice on energy-efficient home improvements.

    We will have a launch for the week, at the Old Fort Tuesday evening around 7pm. Tickets are limited and available on Eventbrite.

    Laurence from SEAI will be available on the rig to inform the public about various grants and schemes that can support energy-saving projects. Additionally, local lending institutions will be on hand to provide advice on green loans, helping to make these sustainable changes more affordable.

    If you’re interested in solar energy, don’t miss the opportunity to meet Nigel and Paul from AEI on Wednesday and Thursday. They will be offering a special promotion: eight solar panels for the price of six, exclusively for Energy Awareness Week.

    For those looking to deepen their understanding of NZEB (Nearly Zero Energy Buildings), consider registering for the LOETB course on Thursday, hosted by The CUBE. Tickets are available through EventBrite. LOETB will also be running a workshop titled “An Introduction to Circular Economy,” providing a comprehensive overview of sustainable practices that can benefit both the environment and the economy.

    Notice To Owners And Occupiers Of Land – Roads Act 1993 as amended – Hedge Cutting

    Landowners are reminded by Laois County Council that the period for Hedge Cutting runs from 1st September 2024 to 28th February 2025. There is an onus on landowners to ensure that any trees and hedges on their property:

    • Do not obstruct or interfere with the safe use of the public road.
    • Do not obstruct or interfere with the maintenance of the public road.
    • Do not pose a hazard to people using the public road.

    Hedgerows along the public road that require cutting or trimming back should be cut and all cuttings removed from the roads and verges.  Adequate signposting should be provided.

    Roadside trees should be inspected and necessary action taken to prevent any potential hazard to the public.  Such inspections should be carried out by suitably qualified personnel.

    Liability for damage or injury resulting from such hazards will rest with the landowner/occupier.

    Please note that where JAPANESE KNOTWEED occurs it SHOULD NOT BE CUT.  No ground disturbance should take place at these sites at any time of year.  Please report all locations to Michael Buckley in the Roads Department at RoadsAdmin@laoiscoco.ie or phone 057 8664000.

  • Feasibility Study for Durrow Community Family Cycle Hub

    Laois County Council, Coillte, Laois Partnership Ltd, Laois Sports Partnership, Laois Tourism, Department of Rural and Community Development, Department of the Environment, Department of Transport, Department of Social and Family Affairs, Irish Wildlife Trust, Sports Ireland Trails, Durrow Development Forum, Durrow Tidy Towns, Durrow Community Employment Scheme, “Pedal Vintage” Durrow Community Bike Hire Scheme.

    The feasibility study prepared a series of analytical reports to determine the scope, technical detail, ecological considerations and costings to upgrade existing walking routes into two looped cycle trails – Red Trail Rath/Dunmore Trail and Blue Trail Capponellan Trail – suitable for multi-use outdoor recreation, community, family and tourism cycling.  The two trails start and finish at The Square, Durrow, Co. Laois.  This is a follow-on development from the community operated bike hire scheme in the town.

    With Electric Picnic taking place from 16th August 2024 to 18th August 2024 in Stradbally Estate, Stradbally, Co. Laois, please be advised of the following:

    Delays may be encountered with high volumes of traffic expected on approaches on N80, M7, R427 & R428.

    Shuttle Buses are running from Portlaoise Railway Station to Stradbally for the duration of Electric Picnic.

    Local operators have a number of bus routes operating over the weekend, enquire directly with local operators for these bus services.

  • Transboundary Environmental Impact Assessment Public Consultation: Morgan Offshore Wind Project

    Overview

    Transboundary Environmental Impact Assessment (EIA) Public Consultation – Morgan Offshore Wind Project, located in the Irish Sea approximately 22.3km from the Isle of Man and 36.3km from the northwest coast of England

    Summary

    On 10th October 2022, the Minister for Housing, Local Government & Heritage, received a transboundary EIA screening statement in relation to the proposed Morgan Offshore Wind Project, which was conducted on behalf of the United Kingdom’s Secretary of State at the pre-application stage. The transboundary screening process identified potential transboundary issues for Ireland relating to impacts on marine mammals, commercial fishing and shipping and navigation.

    Subsequently, on 3rd July 2024, the United Kingdom’s Planning Inspectorate (PINS) wrote to the Minister to invite Ireland to participate in transboundary EIA consultation as the Examining Authority had accepted for examination the planning application for the proposed development. This public consultation is being held in accordance with article 132 of the Planning and Development Regulations 2001 – 2024.

    Additionally, following the acceptance for examination of the Development Consent Order application this proposal was also re-screened for possible transboundary effects on 3rd July 2024 with this transboundary screening process identifying potential significant transboundary issues for Ireland relating to impacts on shipping and navigation.

    Why is this consultation being undertaken?

    In accordance with the provisions of the 1991 United Nations Economic Commission for Europe Convention on Environmental Impact Assessment in a Transboundary Context (“the Espoo Convention”), transboundary States are required to engage in transboundary consultation, including with members of the public, in respect of projects likely to have significant effects on the environment of neighbouring States as part of the environmental impact assessment of a proposed development. For this purpose, the transboundary State in whose territory the project is intended to be carried out is required to send to the affected State, no later than when informing its own public, a description of the project and any available information on its possible transboundary impact.

    As noted above, the Department of Housing, Local Government and Heritage recently received information in the form of a letter of notification dated 3rd July 2024 from PINS, relating to an application for development consent for the proposed Morgan Offshore Wind Project that is now in the pre-examination stage of their development consent order process.

    The proposed development is comprised of (but not limited to) an offshore wind farm located approximately 22.3km from the Isle of Man and 36.3km from the northwest coast of England and associated transmission infrastructure extending over 322.2km2.

    The UK Secretary of State has determined that the proposed development requires an environmental impact assessment and consequently they have conducted a transboundary EIA screening. This screening exercise determined that the proposed development may have transboundary environmental impacts in Ireland. The transboundary issues screened in include significant impacts on shipping and navigation.

    Deadlines for submissions or observations

    The public consultation period is open from 31st July 2024. The deadline for the receipt of written submissions or observations under this transboundary consultation process is close of business on 4th September 2024 at the latest. The Department of Housing, Local Government and Heritage will not accept submissions or observations in relation to the project.
